1 General Information of the Discipline
The discipline of Transportation Planning and Management, which is the earliest remarkable transportation series discipline in China, was founded in 1909. The discipline became a doctoral authorization point in 1981 when the State Council of the People's Republic of China approved the first batch of doctoral and master's degree-granting institutions. Transportation Management Engineering and Railway Transportation Automation and Communication were granted the first batch of national key disciplines in 1987. In 2001, the discipline was once again rated as one of the three key disciplines in this field of China. In 2004, the discipline ranked first in the national discipline evaluation of China. The first-level discipline transportation engineering in which transportation planning and management is included was rated “A” in China’s fifth-round discipline evaluation. In 2019, as the only university and the only Chinese affiliation, the discipline won the Outstanding Contribution Award for Transportation of the Golden Chariot Transport Award. In 2023, for the fifth time, the discipline was recognized as the first rank in the global ranking of academic subjects of Shanghai Ranking. Besides, the discipline was rated as the best discipline of Shanghai Ranking for five consecutive years from 2018 to 2023.

2 Discipline positioning, goals, direction, and advanced features
This discipline has long been committed to serving "China's strength in transportation" strategy. We are devoted to building high-level faculty teams. With first-class innovative talents, we conduct a series of original innovative research and core technology development, making it an international advanced comprehensive transportation talent training and innovation base with the knowledge of transportation, as well as artificial intelligence and e-commerce, etc., therefore improving the ability to promote global comprehensive transportation operations and innovations. We are striving to build the "Transportation Planning and Management" discipline into a top domestic and world-class discipline.
For more than a hundred years, this discipline has formed parallel research paths of theory and technology with integrated transportation management and service. The discipline nowadays includes six distinctive research directions, including comprehensive transportation theory and technology, rail transportation organization theory and technology, urban transportation engineering theory and technology, transportation and logistics theory and technology, civil aviation transportation theory and technology, and intelligent transportation system theory and technology.
This discipline has long been adhering to the theory, technology, management, and services. It has a high-level faculty with railway education and research as its advantages and characteristics. Nevertheless, it covers multimodal transportation such as highways, urban rail, and civil aviation, where a large amount of Chinese famous transportation experts (e.g., Qin Zuorui, Hu Anzhou, and Wang Xishi) have emerged.
It has a tremendous number of "firsts" in China. It created the first transportation discipline in China. The first doctoral program in transportation management engineering in China is approved here. It was the project host of the first “973 plan” project in the field of transportation in China. It cultivated the first winner of the "100 Excellent Doctoral Dissertations" in the field of transportation of China. Besides, it obtained the first national innovation research group in the field of transportation in China.
3 Faculty team
We have a talented faculty team. There are 20 national teaching masters and selected researchers for national talent programs. We have national advanced education collectives, national excellent teaching teams, national ideological and political teaching teams, innovation teams of the Ministry of Science and Technology, and innovation groups of the National Natural Science Foundation of China.

4 Talent training goals and quality
This discipline aims to cultivate innovative senior academics and technical leaders with core values, moral qualities, and social responsibility, as well as solid basic theories in the field of transportation, profound professional level, outstanding innovation capability, excellent comprehensive quality, and international vision.
We have fruitful achievements in education as follows.
The quality of student cultivation is improving year by year. The discipline was selected as the only transportation-related special enrollment plan for Winter Olympics interns in China. More than 70% of the entrance examination exemption master students come from identical- or above-level universities, and about 90% of the doctoral students come from identical-level universities, maintaining a good student source situation.
This discipline has always integrated the capability needs of employees into all aspects of talent training. The comprehensive quality of students has been continuously improved. The overall employment rate of graduates has remained above 98% in the past three years, and the graduates have been highly recognized by society.
5 Discipline research level and discipline platform situation
The discipline has remarkable scientific research capability. Since 2017, it has won 1 second prize in the National Science and Technology Progress Award, 1 first prize, and 1 second prize in the Technology Invention Award of the Ministry of Education's Outstanding Scientific Research Achievement Award (Science and Technology).
During the "Fourteenth Five-Year Plan" period, the average annual research funding is greater than 90 million RMB and exceeds 120 million RMB in 2023. Five new major programs and key programs of the NSFC are granted, and 14 scientific research achievement awards at the provincial and ministerial levels or above are granted. A total of 332 high-level papers, 23 monographs, and 105 patents have been published.
The discipline platform is well-built. We are responsible for building national scientific research and teaching experimental platforms, i.e., the Frontiers Science Center for Smart High-speed Railway System, the State Key Laboratory of Advanced Rail Autonomous Operation, the Collaborative Innovation Center for Railway Traffic Safety, the National Engineering Research Center for System Safety and Operation Assurance of Urban Ral Transit, the National Demonstrastion Center for Experimental Traffic and Transportation Education, and the National Teaching Center for Virtual Simulation Experimental Traffic and Transportation Education.
It has been approved by the Ministry of Transportation for the Key Laboratory of Transport Industry of Big Data Application Technologies for Comprehensive Transport, the Key Laboratory of Transport Industry of Comprehensive Transportation Theory (Beijing Jiaotong University)Ministry of Transport (the only approved key laboratory organized by universities), and the Beijing Research Center of Urban Traffic Information Sensing and Service Technologies.
During the "Fourteenth Five-Year Plan" period, the education practice platform achieved "two breakthroughs". The transportation equipment teaching hall was approved as the first batch of "The National Railway Science Popularization Education Base" and the first batch of "National Transportation Science Popularization Base", and was selected as the first batch of scientific spirit practice teaching bases jointly established by the General Office of the Ministry of Education and the General Office of the Ministry of Science and Technology.

6 Discipline's influence, social services, and outstanding achievements
The discipline leads the formulation of the transportation science and technology development plan and guides the innovation of rail operation safety technology and service improvement.
The discipline plays an important role in the formulation of the national transportation science and technology plan. As the leader and deputy leader of the expert group, it led the preparation of the key fields and priority directions of the "Fourteenth Five-Year Plan" in the transportation field of the Ministry of Science and Technology, the Ministry of Transportation and the National Railway Administration, the outline for building China's strength in transportation, the outline of the medium- and long-term plan for railway science and technology innovation towards 2035, and the Joint Action Plan for Sichuan-Tibet Railway Science and Technology Innovation, etc.
As a major expert affiliation, it submitted academician suggestions to the Chinese Academy of Engineering to promote the integrated development of transportation and energy. It participated in the drafting and preparation of important documents such as the industry's "Fourteenth Five-Year Plan" development plan and played an important role in the formulation of national transportation science and technology and industry plans.
We innovatively study theories and methods for optimizing the organization of transportation to adapt to ultra-large-scale networks, focus on solving the key technologies of the "bottleneck" theory for solving large-scale optimization problems, develop a new generation of cloud computing-based integrated train line planning and timetabling system, intelligent high-speed railway train rescheduling optimization technology and system. These throuputs are applied in Beijing-Shanghai, Beijing-Zhangjiakou, Beijing-Guangzhou high-speed railways, Beijing-Tianjin intercity railways, and Indonesia's Jakarta-Bandung high-speed railways.
We developed an active safety guarantee device for integrated train operation between empty and ground, which was listed as a "key exhibit" in the National "Thirteenth Five-Year Plan" Science and Technology Innovation Achievement Exhibition. As the host affiliation of the review committee, we completed the review of more than 1,000 types of new military dangerous goods railway military transportation plans and made outstanding contributions to the safe and timely transportation of Chinese military equipment.

Figure 4 The high-speed railway train operation diagram compilation cloud platform was launched in Chinese and English, and was applied on the Jakarta-Bandung high-speed railway in Indonesia. It played an important role in the joint commissioning and commissioning of the Jakarta-Bandung high-speed railway.
The discipline gives full play to the advantages of educational resources, and serves the training of railway talents in countries along the "Belt and Road" initiative. It has built a world-class rail transportation science and technology innovation and talent training international platform integrating scientific research, international exchanges, and talent training. Relying on educational resources and disciplinary advantages, we built the "High-speed Railway Efficient Operation and Safety Assurance" talent introduction base, the "Belt and Road" key R&D plan project of the Ministry of Science and Technology was undertaken, and the Thailand high-speed rail train dispatching command simulation teaching system was developed. We organized the 10th International Conference on Transportation and the 9th International Railway Operation Management Seminar.
We also undertake foreign-related training and academic education work for institutions or organizations such as the Ministry of Foreign Affairs, the Ministry of Education, the Ministry of Commerce, the China Railway Group, and the International Railway Union. Since 2016, it has undertaken more than 2,000 foreign-related short-term training projects and served more than 20 countries and regions in Asia, Europe, and Africa. It hosted China's first foreign-aid railway operation management master's degree program of the Ministry of Commerce, and trained nearly 100 peak railway technical talents for more than a dozen countries, forming an international railway talent training base with a very high reputation.

We play the role of a high-end think tank and lead the formulation of transportation science and technology development plans, policies, regulations, and industry standards. As a comprehensive transportation think tank of Beijing and a new think tank alliance of the Ministry of Transport, we submitted suggestions including "Beijing's reduced-volume development of transportation development", strengthening urban comprehensive transportation emergency management to win the battle against the epidemic, and accelerating the improvement of China's high-speed rail freight capacity. They have been positively commented on by national or provincial and ministerial leaders and adopted by relevant departments.
During the "Thirteenth Five-Year Plan" period, as the only responsible unit, we have carried out third-party evaluations of people's livelihood issues in the transportation field for the Ministry of Transportation for five consecutive years, and many of its suggestions have been adopted by the Ministry of Transport.
We participated in the investigation and evaluation of more than 50 national key projects such as the "two-way" task of transportation poverty alleviation. The three planned poverty alleviation projects of Kezuohouqi transportation, tourism, and logistics, which were led and completed, won the first "Top Ten Typical Projects of Directly Affiliated Universities for Precision Poverty Alleviation" of the Ministry of Education.
We participated in the epidemic prevention and control meeting of the International Railway Union to share the prevention and control experience of the rail transportation industry in China during the COVID-19 pandemic.
We have been the main editor and co-editor of more than 60 international, national, and industry standards related to transportation, including ISO/TC269, GB/T 39448-2020, GBT 38374-2019, JT/T617.4-2018, etc. We have completed the formulation and revision of the OSJD International Passenger and Freight Association and its service rules and regulations, enhancing China's international voice in transportation technology.
